SENATE BILL NO. 141 An Act relating to legislative ethics; and                 
providing for an effective date was read the second time.                      
                                                                               
Senator Miller moved and asked unanimous consent for the adoption              
of the Rules Committee Substitute offered on page 3747.  Without               
objection, CS FOR SENATE BILL NO. 141(RLS) An Act relating                     
to legislative and executive branch ethics; relating to the conduct of         
lobbyists with respect to public officials; relating to campaigning by         
state employees; relating to the filing of financial disclosures by            
certain state employees and officials; making a conforming                     
amendment to the definition of `public official' for employment                
security statutes; and providing for an effective date was adopted             
and read the second time.
